Yesterday, I found an article on the approval of opening HSBC local banks in Vietnam. (The article is dated 4 March 2008, this approval is archieved on the occassion of the prime miniter’s visit to the UK)

Hope that this summer HSBC local bank will be open to public. The actual HSBC in Vietnam is not a local bank. Their requirement is really freak, for a current account, monthly balance’s minimum is $500 or 8.000.000 VND, in comparison to the same thing in France, they require 15€ 8-}
